Organizers employed C. F. Allen to take a panoramic photograph of attendees in front of the museum’s south entrance at the start of the Second International Congress of Eugenics. While many prominent participants in the Second Congress were not present, it offers a sense of who came and what intellectual and political agendas they represented. Organizers of the Second Congress sought to help eugenicists and their allies develop collaborative relationships. To that end, they placed a copy of this photograph in the Eugenics Hall to help attendees recognize and connect with each other.
